Ecuador's Lasso presents electoral fraud case to Organization of American States

Writing on Twitter, Lasso said he had filed the case due to having allegedly been the victim of electoral fraud during the second round of the country's presidential election on Sunday.

Polls showed a neck-and-neck vote between President Rafael Correa's hand-picked successor, Lenin Moreno, and conservativ.

With more than 97 percent of voting acts counted, Moreno garnered 51 percent of the vote while conservative banker Guillermo Lasso stood at just under 49 percent.

Official results in the runoff have not yet been tabulated but three exit polls predict Lasso winning by a small but comfortable margin while a fourth says Lenin Moreno has won.

"This is very sickening".

"They've crossed a line", he told supporters gathered in a hotel in his coastal hometown of Guayaquil.

"A banker can not care about poverty", said 81 year-old government supporter Hugo Moreno as he smoked a cigarette at a bus stop in cloudy Andean capital Quito.

Scuffles also broke out in Guayaquil, where Lasso is from, before riot police before pushed back protesters with tear gas.

The official results accurately represent the "will of the people", a senior worldwide observer said Monday.

Lasso tweeted photos showing what he said were original votes for him that were changed by electoral officials and on Monday presented his complaint to the Organization of American States, which has an observation mission in Ecuador. "I will be the president of everyone and you will help me", Moreno said in a statement. Before a crowd of hundreds of supporters, the apparent President-elect sang "happy birthday" to Correa, who turns 54 later this week.

Ecuador's election also has worldwide repercussions, with conservative challenger Guillermo Lasso vowing to remove Wikileaks Founder Julian Assange from Ecuador's London embassy if he wins the Sunday run-off.

Moreno, who has been in a wheelchair since losing the use of his legs two decades ago after being shot during a robbery, would become one of the world's rare presidents to use a wheelchair if he takes office on May 24.

Minutes earlier a separate quick count by a respected local group said found was a technical tie with a difference of less than 0.6 percentage points separating the two candidates. "The moral fraud committed by the right will not go unpunished".

The outgoing leader has thrown his support behind Moreno who was his former vice-president.
