In more fallout for United Airlines, the airline could now be facing legal action from the passenger who was unwillingly "re-accommodated" after he refused to give up his seat for a crewmember who needed to board the aircraft.

Spokeswoman Megan McCarthy said Wednesday that the passengers can take the compensation in cash, travel credits or miles.

Videos show him being approached by security, tossed against a metal armrest and then pulled from his seat and and dragged down the aisle as he screamed and other passengers looked on in horror.

Storyful, a company that buys social media footage, released a video on Thursday filmed by a passenger sitting behind Dr Dao.

On Wednesday, United CEO Oscar Munoz went on an apology tour to make up for at first calling the passenger "disruptive and belligerent" and failing to apologize.

More than 90 percent of passengers bumped from a flight on a major U.S. airline previous year volunteered, according to the U.S. Department of Transportation. Munoz previously said the airline offered up to $1,000.

Dao's daughter, Crystal Dao Pepper, told the news conference that the family was "horrified, shocked and sickened" by what happened to her father. That passenger finally received a full apology Tuesday from Munoz, 48 hours after he was dragged off the plane with his glasses askew.

Meantime, two more airport police officers involved in the passenger removal debacle have been placed on leave. "I was hired to make United better, and we've been doing that", he said. There will still no takers, so the airline staff used a computer to randomly select passengers to remove.

Flight 3411, of course, has been at the center of news headlines since Sunday, when Chicago airport security officials forcefully dragged a man off the plane. Sometimes it happens because the airline needs room for employees who are commuting to work on another flight - that's what happened Sunday on United Express.

Mr Trump said that rather than ending the practice of overbooking, there should be no upper limit to incentives carriers can offer passengers in exchange for their seats on overbooked flights.

In a Tuesday blog post, PRWeek U.S. Editor-in-Chief Steve Barrett panned the airline's initial response as "tone-deaf", and expressed second thoughts about the decision to give Munoz a Communicator of the Year award just last month.

On Wednesday they filed an emergency motion in Cook County Circuit Court asking a judge to ensure the airline and city preserve surveillance video showing passengers boarding Flight 3411 to Louisville.
