United Airlines will refund ticket fares for all Flight 3411 passengers

The passengers can take their compensation in cash, travel credits or miles, United's Megan McCarthy told the AP.

When he refused to leave his seat, three security officers dragged him out by his arms.

One officer had been placed on leave Monday.

Dao was forcibly removed and injured after boarding a United Airlines flight out of Chicago. On Thursday, the city's aviation commissioner is expected to address a city council committee about the incident. Passengers regularly shoot and post videos on social media from their flights, from cabin crew announcements to incidents showing unruly passengers or crew. The head of United's parent company has scrambled to contain the damage to the carrier's reputation. "Currently, they are focused only on Dr. Dao's medical care and treatment".

What's more, why can't airlines maintain modest fleets of small planes or, as in the case of this Chicago-to-Louisville flight, contract with regional carriers to ferry employees (often teams of flight attendants) to different locales when emergencies arise? David Dao's attorney, Thomas Demetrio, would not provide a timeline for filing the lawsuit other than to say he had two years to do so, and "I promise you it won't be that long".

The flight on Sunday was from Chicago's O'Hare International Airport to Louiseville in Kentucky. When nobody accepted the airline's offer of $800 to relinquish a seat, the airline chose four passengers at random.

Alderman Mike Zalewski says he does not know who will represent the airline before the city council's Aviation Committee. Screaming can be heard on the videos as Dao is dragged from his window seat and across the armrest, but he is not seen fighting with the officers.

Also Tuesday, Chicago Mayor Rahm Emanuel called the way Dao was treated "completely unacceptable" and praised Aviation Commissioner Ginger Evans for taking "swift action".

But if the passenger posed no threat and was not being disruptive, officers nearly certainly could have tried an approach other than dragging him out of his seat and down the aisle, including simply telling the airline to resolve the situation itself, experts said.

In the ABC interview, Munoz apologized profusely to Dao, his family, passengers and United customers. "This can never, will never happen again", he said. That list - generated hours before the plane ever got to the gate - would remain in the computer system until after the flight actually departed, said Ahmed Abdelghany, a professor of operations management at Embry-Riddle Aeronautical University's Daytona Beach, Fla., campus.

Royal Jordanian Airlines also joined in on the trolling, tweeting what looks like a no smoking poster that reads: "We would like to remind you that drags on our flights are strictly prohibited by passengers and crew". However, the airline's chief executive, Oscar Munoz, has reiterated that he will not resign while expressing his "shame and embarrassment" over an incident that he regarded as "truly horrific".

Munoz also said the company would reassess policies for seeking volunteers to give up their seats, for handling oversold flights and for partnering with airport authorities.
