Colorado GOP gives up attack on insurance exchange

Gallagher, who voted for the bill, was referring his House colleagues' trip to the White House Rose Garden last week to tout their bill to replace Obamacare and to Democrats singing, "Na na na, hey hey hey, goodbye" to taunt Republicans on the House floor.

"I think Senator [Mitch] McConnell and hopefully the majority of the Senate is going to work together to be sure that this process works".

Medicaid has always been in conservatives' crosshairs, but the benefit for states has been undeniable. And so the MA insurance mandate plan was born, both expanding Medicaid and mandating that all people who could afford it buy insurance, healthy and unhealthy alike, to keep costs down for everyone. There are five Republican women in the Senate.

Ohio's Rob Portman, Alaska's Lisa Murkowski, West Virginia's Shelley Moore Capito and Colorado's Cory Gardner sent a letter to McConnell in March, when the House's bill was first released, expressing their concerns with the way the House bill handled Medicaid expansion.

"I would say the bill leaves the entire individual market in great uncertainty", says national health policy expert Timothy Jost. As part of the compromise to gain additional bipartisan support, bill authors agreed to reduce that prior TABOR cap by $200 million, in turn creating a lower threshold for returning monies to state taxpayers. He says changes would get people the care and coverage that they need. Senators from some of the 31 states that enlarged their programs want to prevent an abrupt cutoff of that money. "It doesn't mean that I'm not going to work on health care", the Maine senator told reporters. Conservatives argued the House's refundable tax credits were little more than a new entitlement program, a new name for the Obamacare subsidies Republicans had railed against for years.

He went on to ask, "What are we celebrating?"

Senate Republican leaders continue to face criticism for appointing 13 men to a working group on health care and not including a single woman in the negotiations.

Democrats and liberal activists have lambasted McConnell for appointing a group with no female members. Lisa Murkowski of Alaska and Susan Collins of ME have already said they'd prefer to keep funding the women's health care provider.

One of the Senate's most moderate Republicans, Collins, 64, has at times been a problem for party leaders, such as opposing a cutoff of federal payments to Planned Parenthood.

The promise of protecting people with pre-existing conditions was at the epicenter of Trump's own campaign stump speeches.

Capito, who's criticized House-approved cuts in the Medicaid program for poor and disabled people, attended Tuesday's private meeting of the working group. This would only apply to those who are not continuously insured.

The AHCA mandates coverage for the sick and those with preexisting conditions but also allows insurers to charge higher rates to those persons if they experience a lapse in coverage. "The Democrats tend to stick to each other, and the Republicans tend to do the same".

Health plans beware: Industry experts predict it will take several months for final action on the Trump administration's newly revived push to overhaul the Affordable Care Act (ACA).

The AHCA also would allow states under certain circumstances to apply for waivers that exempt insurance companies from having to cover numerous essential health benefits that are guaranteed under current law.

But that could stir concerns from moderate senators who already fear that the GOP has gone too far to scale down insurance protections for consumers back home. Also, it could make it harder for those dealing with substance abuse or mental health issues to get help.
