Congress Passes Stopgap Measure To Fund Government, Averting Shutdown

The Republican-led Congress averted a USA government shutdown on Friday and gave lawmakers another week to work out federal spending through September 30, with tricky issues like defense spending still unresolved.

This week, the revised bill won the backing of the Freedom Caucus, which received much of the blame for the demise of the House's earlier repeal bill in March, a legislative catastrophe for Trump and House Speaker Paul Ryan, a Republican from Wisconsin.

The stopgap measure passed Friday will fund the government through May 5.

It also spares the president from a government shutdown on his 100th day in office.

Along with Democrats, some Republicans - particularly pro-defense lawmakers - have groused the stopgap bill was needed.

The renewed rift over health care will likely color next week's negotiations over the longer spending bill, as lawmakers face yet another precarious bout of brinkmanship. But with Trump marking his presidency's milestone Saturday, he did not wring any major legislation out of Congress.

On the separate health care bill, House Republican leaders are still scrounging for votes from their own rank-and-file to rescue it. They spent the day lobbying undecided lawmakers and those who are against the new version.

House GOP leaders faced pressure from the Trump administration to schedule a vote on the bill this week. What should have occurred is after the election, to approve an appropriations bill for the entire fiscal year like we normally do.

After weeks of tense negotiations over federal spending, the measure sailed through the House and Senate just hours before a midnight deadline. Senators are expected to approve it and ship it to President Donald Trump for his signature in time for federal facilities to continue to operate.

But Republican leaders scrapped that vote after failing to round up enough support from more moderate Republicans, who opposed or remained undecided about some of the revamped health legislation's provisions.

"We will do trade deals that are going to make up for a tremendous amount of the deficit".

"As soon as we have the votes, we'll vote on it", McCarthy said after leaving a almost two-hour meeting of the House GOP leadership.
