Trump administration delays Paris climate agreement decision

Trump has recently delayed a decision to withdraw from the Paris Agreement, which asks participating countries to do things like cut greenhouse gas emissions so the global average temperature doesn't rise too much.

A Tuesday strategy session was postponed due to a scheduling conflict, the White House said.

Representatives of countries that are party to the agreement are meeting in Bonn, Germany, this week to discuss technical aspects of implementing the accord. Comey told lawmakers that Huma Abedin, a top aide to Hillary Clinton, had sent "hundreds and thousands" of emails to her husband's laptop, including some with classified information.

Mr Tillerson is a former Exxon executive and has yet to appoint deputies in the State Department on a range of issues including climate change, though has said he thinks climate change is real.

Some advisers - including chief strategist Steve Bannon and Environmental Protection Agency administrator Scott Pruitt - have urged Trump to uphold his campaign pledge to scrap the agreement.

Other members of the administration, including Energy Secretary Rick Perry, have advocated a "renegotiation" of the United States commitments to the agreement, but legal questions have been raised about the feasibility of lowering U.S. carbon reduction goals.

A meeting for top advisers to discuss the deal was set for Tuesday afternoon but was postponed.

Some senior members of the Trump administration - including the president - have questioned the validity of climate science in the past.

At an open session late Monday, speaker after speaker reiterated the deal must not be "renegotiated" - a proposal of Trump's Energy Secretary Rick Perry.

So staying in the agreement would require revising that pledge downward, which would risk drawing worldwide scorn (the Paris agreement exhorts participants to increase, not lessen, their ambition).

The process for the USA to decide whether they can or should withdraw from the agreement is complex, though the Paris Agreement was not ratified through Congress.
