ACCC Begins Recruiting For Broadband Test

Phishing scammers use techniques via phone or email to trick victims into handing over valuable personal information

"Scammers use phishing to trick their victims into giving out valuable personal information such as their bank account numbers, passwords, credit card numbers or even their online passwords for their PayPal, Apple or social media accounts", ACCC Acting Chair Delia Rickard said.

The ACCC has assured consumers what they search via the internet will not be logged during the investigation and that broadband delivered by mobile, wireless or satellite will not be included.

"Having this information is vital to create transparency and accountability about the standard of services provided to people in regional, rural and remote Australia", she said.

"An ACCAN survey conducted in 2016 found that almost 70 per cent of respondents had unsatisfactory experiences with their broadband services", she said.

"Today we are making a call to action for broadband consumers, particularly fixed wireless and satellite users, to volunteer for the program", Ms Simson said.

The ACCC is now investigating whether ISPs could have misled customers on their actual broadband speeds.

The program aims to provide consumers with transparent, comparable information about typical broadband speeds and performance in various areas and at various times throughout the day.

"We believe it is crucial that consumers have access to information about the speed and quality of the broadband services they are paying for, especially as thousands of new NBN plans hit the market. We're so used to providing our personal information when we sign up for services over the phone or shop online that sometimes we don't think twice about giving it out".

The current government announced in April that it will fund a new broadband performance monitoring program, to be conducted by the ACCC. The ACCC went to tender on May 30 for an independent testing provider for the program.

The program will run for four years, with 2000 volunteers in the first year.

However, the ACCC says it wants at least 16,000 households to take part in a bid to ensure they get a variety of residents from both cities and other regions who are connected via various technologies.

More than 13,406 complaints were made to the Telecommunications Industry Ombudsman about NBN services in the last financial year, which accounted for 11.9 per cent of all complaints received by the TIO, an increase from 5.4 per cent the year before.
