Heller's comments came the day after four conservative senators issued a joint statement saying they can not support the bill unless it is changed. Because all Senate Democrats are expected to vote against the bill, McConnell can only lose a maximum of two Republican votes.

As Senate Republicans aim to force a vote on their version of Trumpcare - a bill that was written in secret, without public hearings, despite the fact that it will reshape one-sixth of the US economy and impact the lives of millions of Americans - most people have been left in the dark.

Heller spoke at a news conference in Las Vegas with Nevada Gov. Brian Sandoval, a Republican who has also assailed the House and Senate health care bills for cutting Medicaid.

"This bill that's now in front of the United States Senate is not the answer", Heller, a moderate who is up for re-election in 2018, said at a news conference in Las Vegas.

Four GOP senators say the newly released Senate health care plan is dead on arrival unless they see some major changes.

The White House, meanwhile, expressed optimism that a compromise could still be reached, with Trump's Press Secretary Sean Spicer saying that the administration would "work with" GOP senators opposed to the bill and that Trump had already started calling detractors.

The problem facing GOP leaders is that any change that moves the bill further to the right has the potential to alienate moderate Republicans.

"It's not that they're opposed".

"Certainly in Iowa, we've been impacted and affected by what the state has done", he said, "in terms of attempting to privatize the Medicaid program".

However, Senate Republicans' bill would make deep cuts to Medicaid, rolling back Obamacare's Medicaid expansion and transforming federal Medicaid payments to the states into per capita reimbursements, the rates of rich would get smaller and smaller through 2025, or block grants.

Both men are Republicans who made a decision to expand Medicaid in their states. But it would still force those states to figure out what to do about the millions of lower-income Americans who used it to gain health coverage.

"This bill will mean a loss of coverage for millions of Americans and many Nevadans", he said.

The bill would significantly shrink spending on the Medicaid program, cut taxes on higher earners, eliminate tax penalties on people who don't buy insurance and end the extra money provided for Medicaid expansion.

But the Senate bill preserves another, more popular, piece of Obamacare: the requirement that insurance companies cover everyone, even those with pre-existing medical conditions.

Under the Affordable Care Act's individual mandate, Americans who don't purchase health insurance are subject to a fine. "That has caused a great deal of disruption in the health care system in Iowa, resulting in many people losing coverage, or not having access to coverage that they had before".
