Qatar says demands by blockade states are not 'reasonable'

"We hope that the countries involved resolve the situation through dialogue", said United Nations spokeswoman Eri Kaneko.

Qatar's Human Rights Committee said the demands represented "gross violations" of basic rights.

"The measures that have been taken are there to stay until there is a long-term solution to the issue", said Yousef al-Otaiba, ambassador to the USA from the United Arab Emirates. Suggesting the penalties would only be economic and diplomatic, he said "there is no military element to this whatsoever".

Qatar has already said Al Jazeera is not on the table.

A top Emirati diplomat said on Saturday that U.S. and European guarantees would be needed to monitor any future agreement aimed at ending a row between Qatar and its neighbours.

The Associated Press has obtained a copy of the demands in Arabic from one of the countries involved in the crisis.

The company described the move early on Friday as "a very limited measure that could take place in any oil and gas operating company" to ensure uninterrupted energy supplies to customers.

Qatari citizens living in neighbouring countries or with family living there have been hit harder, Reuters news agency notes, because of ultimatums issued for them to leave. The UAE has said sanctions could last for years.

The demands, presented to Qatar through mediators from Kuwait, called on the country to shut down a Turkish military base and downgrade its ties with Iran - a hard task given that Iran and Qatar share a large gas field that provides much of Qatar's wealth.

Qatar on Saturday denounced a sweeping list of demands from Saudi Arabia and its allies in an escalating Gulf diplomatic crisis as unreasonable and infringing on the emirate's sovereignty.

"The strengthening of the Turkish base would be a positive step in terms of the Gulf's security", Isik said.

The demands state that Qatar should stop all forms of Qatari funding of any terrorist or extremist individuals, entities or organizations and extradite all terrorist individuals wanted by Saudi Arabia, the United Arab Emirates, Bahrain and Egypt.

It denies accusations that it is funding terrorism and fostering regional instability.

Kuwait, which is assisting in mediating the crisis, delivered the list to Qatar.

Qatar must also align itself politically, economically and otherwise with the Gulf Cooperation Council (GCC), the regional intergovernmental union consisting of all Arab states of the Persian Gulf, save for Iraq.

Yet resisting the demands could prove hard.

They also require it to close Iran's embassy and a base on its territory operated by its ally Turkey, as well as to shut Al-Jazeera television.

Tillerson said on Wednesday that Washington had been pushing for a clear list of grievances that are "reasonable and actionable".

He underscored that if there has been any violation of law by Al Jazeera the broadcaster could be brought to court in Qatar or any other country, but the demand to shut it is a "crime".
