The cause of the fire is not yet known.

If there is a fire in another flat, residents should stay put unless advised by firefighters, to close doors and windows, and to call 999 - never assume someone else has done so.

Helicopters hovered overhead and smoke hung over the scene.

He said he saw people waving flashlights from the top levels of the building and saw rescuers "doing an incredible job" trying to get people out.
