Senate Bill Repeals Most Obamacare Taxes, Keeps Subsidies for Low Income

Senate Majority Leader Mitch McConnell was expected to push for a vote next week on the legislation, which would eliminate much of Obama's 2010 overhaul and leave government with a diminished role in providing coverage and helping people afford it.

The proposed "Better Care Reconciliation Act" would end the Affordable Care Act's penalties for people not buying health insurance, scuttle a set of tax increases, implement a more-gradual but deep curtailing of Medicaid expansion and cut federal reimbursements to Planned Parenthood for a year, according to drafts circulating late Wednesday night. "They said it would icnrease choice, but of course, it didn't". Those include a proposed Medicaid cut of more than $830 billion and a provision that could make it more costly and hard for Americans with pre-existing medical conditions to obtain insurance.

Medicaid spending growth: The Senate bill will still contain the House's per-capita cap for federal Medicaid spending.

Senate conservatives seemed wary of the emerging bill. Starting in 2020, that threshold would be lowered to 350 percent under the Senate bill - but anyone below that line could get the subsidies if they're not eligible for Medicaid. The bill could still change a bit in order to garner the 50 necessary votes for it to pass, but what that means for Medicaid is anybody's guess.

Subsidies to help purchase insurance would still be available.

During the public portion of the event - when reporters were invited in - Trump undercut the House bill, saying more funding was needed to make it "generous, kind (and) with heart". That's because the Senate's parliamentarian warned that the provision could not be passed under reconciliation.

Collins, a moderate Republican from ME, said she wanted to read an assessment by the nonpartisan Congressional Budget Office on its impact on cost and insurance coverage before making her decision. And Alaska moderate Lisa Murkowski said she didn't know how she'd vote, adding, "I have no idea what the deal is".

The Post also reported that the current draft would repeal all Obamacare taxes, with the exception of the "Cadillac Tax", which imposes a surcharge on expensive health plans.

But there's a strong chance the Senate bill could spark a revolt on the right.

However, conservatives also get some of what they want when it comes to overhauling the entire Medicaid program. It also removes language restricting federally subsidized health plans from covering abortions, which may have run afoul of complex budget rules.
