Britain's opposition Labour Party leader Jeremy Corbyn visits the scene of a fire disaster which destroyed a tower block in north Kensington West London Britain

- Citizens' rights -May is set to brief European Union leaders on her Brexit plans over dinner on Thursday, before being kicked out while the remaining 27 discuss key issues including the future location of the EU's medicines and banking agencies, now based in Britain.

In a two-day summit whose agenda is formally dominated by immigration, security and the economy, Mrs May will also brief her counterparts on the UK's commitment to a new £75 million plan created to stem the flow of illegal migrants from Africa to Europe.

"One of the things that I will be calling on with other European leaders today is that we do more working together to ensure that we stop the spread of extremism on line, that we prevent terrorists from having a safe space online and we keep our citizens safe", she said. "We will need to know these differences very soon so we can start the negotiations".

As a result, the Brexit talks will address first citizens' rights, Britain's exit bill, and separation issues such as the border between Ireland and Northern Ireland.

Soros said that if Prime Minister Theresa May wanted to stay in power, she would have to change her approach and take account of young people who he said wanted to find well-paying jobs. "Of course one can think about a common finance minister if the conditions are in place and if we do not mutualise in the wrong areas", she said.

"So it's the same as it was before".

Her office at Downing Street declined to reveal details about the proposals on citizens' rights.

"There is a long way to go, but we are off to a promising start".

Also on the agenda in Brussels will be counter-terrorism co-operation, sanctions on Russian Federation and Europe's response to the USA withdrawal from the Paris Accord on climate change.

"It is fair to say that we will meet in a different political context from that of a few months ago, when the anti-EU forces were on the rise", Tusk wrote.

"It is why we will work all the time with the United Kingdom and never against the UK".

"There will be no austerity on my side, I will display a constructive attitude firmly based on interests and support of the (EU) 27, and I will all the time seek to the continued support of the European Parliament", he said.

European Union officials and diplomats greeted the agreement of Brexit Secretary Davis to a format and sequencing of talks that had been proposed by Barnier as sign that British Prime Minister Theresa May's weakened and potentially divided government was bending to Brussels' insistence on how negotiations will work.

Davis was heartened by the spirit of the talks, during which the negotiators, both interested in mountaineering, exchanged a walking stick and a hiking book.

"The man is a joker".

Britain's Secretary for Exiting the European Union David Davis.

"After Philip Hammond tried to rugby tackle his Conservative colleagues before they leap off the cliff edge on trade, David Davis has shrugged him off and dived into the abyss".

The two sides agreed to hold four further monthly rounds of talks, with the next on July 17, on the key issues of Britain's divorce from the bloc.

The U.K. lost its first battle with the European Union over the timetable for Brexit talks as the bloc's chief negotiator warned that the consequences of leaving will be "substantial".
