US renews offer of Syria cooperation with Russia

Moscow and Tehran, which back Syrian President Bashar al-Assad, and rebel supporter Ankara agreed in May to establish four "de-escalation" zones in a potential breakthrough towards calming a war that has claimed an estimated 320,000 lives since March 2011.

Ahead of the July 7 meeting between the Russian and American presidents, Tillerson insisted that Russia has a "special responsibility" to aid the peace process.

His statement came as US-backed forces pressed their assault on the Islamic State group's hub, the city of Raqqa, where up to 100,000 people are trapped in desperate conditions, according to the United Nations.

Tillerson said all actors in the Syrian military theater must follow guidelines to avoid accidents in the air and on the ground.

"ISIS has been badly wounded, and is could be on the brink of complete defeat in Syria if all parties focus on this objective", Tillerson said.

Russia, Turkey and Iran agreed to form a joint working group on establishing de-escalation zones in Syria during the latest peace talks wrapped up Wednesday in the Kazakh capital of Astana.

"If our two countries work together to establish stability on the ground, it will lay a foundation for progress on the settlement of Syria's political future", Tillerson added.

If requested Russian Federation could send military police to patrol buffer zones between the government and rebel armies and foreign peacekeeping forces could be deployed within weeks once a deal is signed, he said.

"The Turkish delegation objected to the adoption of any documents related to the implementation of mechanisms of the agreement on the de-escalation zones", he said.

Special units of Russian military police, equipped with light arms, will be deployed to Syria's de-escalation zones to provide safety and security there.

Tillerson's position reflects a recognition that Syria's government, backed by Russian Federation and Iran, is emerging as the likely political victor in the country's six year long civil war.

Moscow also suggested other CIS (Commonwealth of Independent States) should consider sending peacekeeping missions to Syria.
