Senate Healthcare Bill Flatlines as Two More GOPs Bow Out

The Congressional Budget Office has yet to score the latest proposal, although the CBO found the earlier bill, released in June, would leave 22 million more people uninsured.

Before the vote was delayed, President Trump used his weekly address on Saturday to encourage the Senate to pass the health care bill.

Two Republican senators, Susan Collins of ME and Rand Paul of Kentucky, have said they oppose the bill in its current form, for very different reasons, and will not vote even to begin debate.

"Shortsighted", "draconian" and "drastic" are some of the words provider group leaders are using to describe the revised Better Care Reconciliation Act unveiled Thursday by Senate Republicans. John McCain a speedy recovery from surgery to remove a blood clot, adding, "we need his vote".

In Phoenix, Mayo Clinic Hospital doctors said McCain underwent a "minimally invasive" procedure to remove the almost 2-inch (5-centimeter) clot and that the surgery went "very well", a hospital statement said.

Sen. Jerry Moran (R-Kansas) said changes made to the bill in an effort to make it more palatable didn't cut it. The latest GOP bill permits HSAs to fund health insurance premiums, something current law does not allow.

McCain's surgery was a minimally invasive craniotomy, or a surgical opening into the skull, with an eyebrow incision, a statement from his office said, adding that McCain, 80, is resting at his home. There was no reason given but it was known the agency was scrambling to complete its analysis of the bill, especially a complicated amendment by Republican Sen.

At this point, any one Republican senator could cast serious doubt on the passage of this bill if he or she were to announce firm opposition to it. Yet Rubio has sided with McConnell, criticizes independent estimates that the earlier Senate bill could cost up to 1 million Floridians their Medicaid coverage by 2026 and plans to vote to bring the revised Senate bill up for debate. Rand Paul of Kentucky and Susan Collins of ME opposed the bill already, and McCain's absence next week would likely have made it impossible to proceed.

Moran expressed similar concerns. "It's not going to be a big victory, where they get anything more than Republicans", Karpowitz said.

Cruz Amendment. Most notably, BCRA 2.0 includes a controversial amendment drafted by Senator Ted Cruz that creates a two-track structure - one for policies offered on the Exchanges and another for insured policies not on an Exchange. John McCain, who underwent surgery on Saturday, had not said how he meant to vote. "Once the pathology information is available, further care will be discussed between doctors and the family".

In an unusual joint effort, the nation's two major insurer lobbying groups wrote to Senate Majority Leader Mitch McConnell and Democratic Leader Charles Schumer to say they "strongly oppose" the provision.

With 52 Republicans sitting in the house, McConnell can't afford to lose more than two GOP votes in order for the bill to pass.

McCain, a former Navy pilot who was shot down over Vietnam and spent 5½ years as a prisoner of war, was the GOP's presidential nominee in 2008.

Now House, GOP leaders want to link a previously passed North Korea sanctions bill to the measure, and Democrats are arguing they want to kill the bill at the behest of the White House.
