All was quiet inside the Texas Capitol Senate and House chambers the day before the state of the Special Session, but outside the Capitol, there was plenty going on.

"Wholly unnecessary and highly discriminatory legislation is threatening Texas' reputation as open and welcoming for businesses and families".

The bathroom bill's main backer, Republican Lieutenant Governor Dan Patrick, a social conservative who sets the state Senate's legislative agenda, has said economic losses would be inconsequential.

Opponents argue the measure not only discriminates against LGBT Texans but it would cost the state's economy billions of dollars. We couple that with the federal cuts we've already seen.

"Proponents of this type of legislation are insisting that there will be no economic repercussions associated with the passing of this bill, but I am here to warn you that they are wrong", Graham continued.

"One of the things about the payroll deduction bill that's very interesting is a lot of groups are exempt from that".

The Texas legislative special session begins July 18.

"We stand with our partners here in Texas in opposition to any proposed legislation that tolerates discrimination or seeks to limit existing protections for the LGBTQ community", ASAE President and CEO John H. Graham IV, FASAE, CAE, said at the press conference.

"Texas has one of the highest property tax rates across the United States and in fact we are up there with our friend IL", said Abbott. Priorities for the Democrats include school finance reform and reducing maternal mortality - both of which are on Abbott's list in some capacity.

"If it has been studied aplenty that means someone would have come up with a solution", said Abbott, responding to the criticism that the time had come for action rather than further studies on school finance. "He demanded we have a special session and Greg Abbott gave in to what he wanted".

"I want to emphasize this is a serious plan which is different from what the speaker laid out during the regular session", Patrick said.

While outnumbered, the group says they will fight for their causes.
