North Korea vows to retaliate against USA over sanctions

NKOREA-POLITICS-DEFENCE

It bans North Korean exports of coal, iron, iron ore, lead, lead ore and seafood and prohibits countries from hiring additional North Korean labourers.

US President Donald Trump said today North Korea "will be met with fire and fury like the world has never seen" if it threatened the United States again.

China, North Korea's biggest ally and trade partner, backed the sanctions in a bid to spur dialogue.

On Tuesday, the Washington Post reported that according to the latest us intelligence assessment, North Korea has "successfully produced a miniaturized nuclear warhead that can fit inside its missiles, crossing a key threshold on the path to becoming a full-fledged nuclear power".

On North Korea, China has continually pushed back on any efforts to clamp down on the regime, even after the launch of two intercontinental ballistic missiles by North Korea in July, during which time China held the presidency of the Security Council. The sanctions also halt any expansion of North Korea's guest-worker programs in other countries. "We must be tough & decisive!" he wrote. She says in the past, there's been a pattern in which China complies with sanctions after a North Korean provocation, but then slips back over time. Ri also said Pyongyang will "under no circumstances" negotiate anything to do with its nuclear or ballistic missile programs. The State Department said it needed to ensure Sudan is making enough progress on counterterrorism and humanitarian access and that it wanted to check "that Sudan is committed to the full implementation of UN Security Council resolutions on North Korea".

"It's certainly a good step that they've moved ahead to broaden the sanctions", Acting Assistant Secretary of State for East Asia and Pacific Susan Thornton told reporters Sunday, "but the implementation is something that we'll be tracking and taking action on as necessary", including possible unilateral USA sanctions on Chinese banks, firms and individuals. He wouldn't give a concrete timeframe but said that the USA would "know it when we see it".

Responding to the ICBM provocation with a show of force, the US and South Korean troops on Wednesday conducted "deep strike" precision missile drills using Army Tactical Missile System (ATACMS) and the Republic of Korea's Hyunmoo Missile II.

Tillerson was later expected to see Russia's Foreign Minister Sergei Lavrov and China's Wang Yi - both key players in the North Korean nuclear standoff.

Wang said that apart from the new sanctions, the resolution also made clear that the six-party talks process, a stalled dialogue mechanism with North Korea that also includes Russian Federation and Japan, should be restarted.

"It's a positive but very small step, and can at least help the two Koreas exchange some views on the current state of affairs", Kim Jin-ho, a professor of political science at Dankook University in South Korea, said of the meeting between foreign ministers.

Moon, who took office in May, has advocated engaging Pyongyang with dialogue and offered to hold rare military talks with the North to ease tensions after Kim's first successful ICBM test July 4.

North Korea said the sanctions infringed its sovereignty and it was ready to give Washington a "severe lesson" with its strategic nuclear force in response to any USA military action. Washington and Seoul say the exercises are defensive in nature and crucial to maintaining a deterrent against North Korean aggression.

Jay Lefkowitz, a former USA special envoy on human rights in North Korea, said China's efforts were encouraging but he questioned the value.

The foreign ministers on Sunday adopted a negotiating framework for a code of conduct in the South China Sea and also issued a communique that pressed for non-militarization and expressed concerns about China's island-building.

On Monday, Tillerson is scheduled to meet with Philippine President Rodrigo Duterte and will likely raise the issue of human rights in the country where a brutal crackdown on drugs has left more than 7,000 dead, Thornton said last week.
