Trump to launch investigation into China trade violations

According to Trump advisors, on Monday, the president plans to sign an executive memorandum, which is a step below an executive order, directing trade officials to investigate China's "acts, policies or practices" that violate worldwide protections for American intellectual property, innovations and technology.

The memorandum comes amid high tensions between Washington and Beijing.

But experts say China, which accounts for around 90% of North Korea's foreign trade, is unwilling to squeeze Kim's regime hard enough to make it give up on its nuclear program because that would risk the chaotic collapse of a state that Beijing wants to keep as a strategic buffer.

Trump planned to launch the trade investigation more than a week ago, but he delayed the move in favor of securing China's support for expanded United Nations sanctions against North Korea, the senior administration official said.

The investigation could take as long as a year, USA officials said.

Although China has substantial geostrategic leverage over North Korea, Xi Jinping prefers to stay calm with regard to Kim Jong Un's threats against the USA and utilizes this channel as an indirect route to respond to Trump's tit-for-tat.

Officials, speaking to reporters on the Saturday conference call, said their intention was not to punish Beijing but to negotiate an agreement that clawed back some of the estimated $600 billion in intellectual property theft officials estimate is perpetuated by China.

"This is a critical action, and long overdue", said Michael Wessel, a member of the U.S. -China trading relationship. But analysts have cautioned that Trump faces a huge challenge in his desire to significantly reduce the US trade deficit with China, which a year ago stood at more than $300 billion. "I've heard folks say, 'It's not going well, but a trade war would not be the best thing for us, dialogue is the better path.' And there are others who say, 'Bring it on, '" he said.
