Gritty Talks Ahead as China, ASEAN Agree to Avoid Mishaps in Disputed Sea

Secretary of State Rex Tillerson says if the North stops testing missiles for an "extended period", the USA might deem North Korea ready to talk.

The two were reported to have shaken hands at an official dinner event held by the ASEAN (Association of Southeast Asian Nations).

Top diplomats of Asean and China who attended the 50th Asean Ministerial Meeting in Manila showed their ability to work together to maintain regional peace and stability when they agreed on the framework for a code of conduct (COC) in the South China Sea and targeted to start formal negotiations on the actual code by the end of the year.

Mr Tillerson said halting missile test launches, which have anxious neighbours South Korea and Japan, was a first step toward dialogue.

"We are ready to retaliate with far bigger actions to make the USA pay a price for its crime against our country and people", the reclusive nation warned, the official Korean Central News Agency reported.

Chinese state media on Monday acknowledged North Korea had to be punished for its missile tests, but criticized the United States for its "arrogance".

The statement also appealed to ASEAN members and China.

The resolution, which U.S. Ambassador to the U.N. Nikki Haley called "the most stringent set of sanctions on any country in a generation", primarily aims at stemming the flow of hard currency to the cash-starved state.

The United States and North Korea's neighbors are joining in a fresh attempt to isolate Pyongyang over its nuclear and missile programs, in a global pressure campaign.

"It is conceivable that North Korea's nuclear weapons programme has already considerably advanced and it is possible that North Korea has already achieved the miniaturisation of nuclear weapons and has acquired nuclear warheads", it said.
