Britain and France - permanent veto-wielding Security Council members along with the US, China and Russian Federation - have given Washington their strong backing. He singled out the China Merchants Bank and the Agricultural Bank of China.

The US official said the ban on textile exports would deprive North Korea of some $726 million in annual revenue.

"We are not looking for war", U.S. Ambassador to the United Nations Nikki Haley told the council after the vote.

"All options are on the table".

"We think it's a big mistake to underestimate this Russia, China initiative", Nebenzia said. "This is the strongest set of sanctions that the Security Council has imposed".

The moves by Peru and Mexico came after U.S. Vice President Mike Pence urged them, along with Brazil and Chile, to break off diplomatic relations with North Korea.

South Korea's government earlier said North Korea could potentially mark the 69th founding anniversary with its third test of a developmental intercontinental ballistic missile.

"The DPRK is ready and willing to use any form of ultimate means", the statement said, referring to the country by its acronym.

The foreign ministry statement further said, "The forthcoming measures to be taken by the DPRK will cause the USA the greatest "pain and suffering" it had ever gone through in its entire history".

The watered-down resolution does not include sanctions that the United States wanted on North Korea's national airline and the army.

However, the final draft text calls upon states to inspect vessels on the high seas with the consent of the flag state, if there's information that provides reasonable grounds to believe the ship is carrying prohibited cargo.

Of five key original measures, a ban on textile exports from North Korea remained.

North Korea Tuesday categorically rejected the new measures, with United Nations ambassador Han Tae-Song saying in Geneva that the U.S. had "fabricated the most vicious sanction resolution" and warning of retaliation.

Haley said the resolution aimed to hit "North Korea's ability to fuel and fund its weapons program".

"We must stop its march towards a nuclear arsenal with the ability to deliver it anywhere in the world", she said of North Korea.

Joseph DeThomas, a former State Department official who worked on Iran and North Korea sanctions, questioned whether the new steps would have a major impact.

According to North Korea, the U.S. "is trying to use Pyongyang's legitimate self-defensive measures as an excuse to strangle and completely suffocate it".

As the UN Security Council assembles to vote for a new round of sanctions against North Korea, experts warn of consequences for the us and the world as a whole.

Assistant Treasury Secretary Marshall Billingslea acknowledged at the hearing he had not seen sufficient evidence past sanctions were effective, but defended the administration's strategy.

"Because of uneven, and sometimes nonexistent, global implementation, North Korea shrugs off the practical impact of many restrictions, and is still exporting prohibited goods such as weapons, minerals, and statues", Billingslea said.

State Department and Treasury Department officials testified to the House Foreign Affairs Committee about the USA pressure campaign against North Korea's rapid progress toward a nuclear weapon that could strike America.
