Anchor: The U.S.is pushing for a vote at the UN Security Council on Monday on a new resolution against North Korea over its sixth nuclear test.

"I could imagine such a format being used to end the North Korea conflict".

According to North Korea, the USA "is trying to use Pyongyang's legitimate self-defensive measures as an excuse to strangle and completely suffocate it". Some 90 percent of North Korea's exports are destined for China.

The proposal included a ban on oil and textile exports to North Korea and prohibited North Korean citizens from working overseas.

That would mean North Korea imports almost 2.2 million barrels a year in petroleum products, so the 2 million cap in the resolution would represent a 10% cut.

The U.S. -drafted resolution also puts North Korean leader Kim Jong-un on the United Nations sanctions list for the first time and includes measures to thoroughly block North Korea's income sources.

North Korea has warned the United States will pay a "due price" if it succeeds in pushing harsher sanctions through the UN.

"We have been in consultations that oil has to be part of the final sanctions", South Korean Foreign Minister Kang Kyung-wha told a news conference, saying Pyongyang was on a "reckless path". The final text only lists one of those officials.

The UK's UN Ambassador Matthew Rycroft told reporters who questioned the watering down of the initial U.S. text that "there is a significant prize in keeping the whole of the Security Council united and I very much hope that all my council colleagues will vote in favour of the revised draft".

Mr Rycroft called the resolution "very robust" and "a very significant set of additional sanctions on imports into North Korea and exports out of North Korea and other measures as well".

NATO head Jens Stoltenberg said at the weekend that North Korea's "reckless behavior", pursuing nuclear and missile programs, was a global threat and required a global response. They have proposed a freeze-for-freeze that would halt North Korean nuclear and missile tests in exchange for the US and South Korea stopping their joint military exercises - but the Trump administration has rejected the initiative. North Korea gets almost all of its oil supply from China, with a much smaller amount coming from Russian Federation or the open market.

Russian president Vladimir Putin recently expressed doubt over whether sanctions are an effective means of getting the North to stop its missile and nuclear testing, and China, harbouring similar concerns, has repeatedly hesitated in the past to fully support USA sanction plans.

The Security Council last month imposed new sanctions over North Korea's two long-range missile launches in July.
