Khattab came third in the ballot after Qatar's Hamad al Kawari and France's Audrey Azoulay, who won 20 and 13 votes respectively.

The victor to be selected on Friday will succeed outgoing Director-General Irina Bokova, whose 8-year term leading the United Nations cultural agency was marred by financial woes and criticism over Palestine's inclusion as a member.

Azoulay, who is Jewish of Moroccan origin, will face the hard task of trying to persuade the United States and Israel to remain as members, as well as tackling the allegations of anti-Israel bias.

French President Emmanuel Macron hailed her victory on Twitter, saying: "France will continue to fight for science, education and culture in the world".

Arab states had been lobbying hard to get an Arab candidate elected as UNESCO's director-general.

The next vote between the French and Egyptian candidates will see who competes with al-Kuwari in the final round to be held later on Friday.

Egypt's candidate for the position of UNESCO director-general, Moushira Khattab, was out of the race on Friday after failing to move on to the final round of voting.

They are divided between backers of oil-rich Qatar and its poorer rival Egypt, which is part of a Saudi-led coalition that has been blockading Qatar since June over its alleged support for radical Islamists and ties to Iran.

Egyptian Foreign Minister Sameh Shoukry made the request at a meeting on Friday with incumbent UNESCO chief Irina Bokova, a spokesman for the Foreign Ministry, Ahmed Zeid added. More than ever, UNESCO needs an initiative that resonates with all member states, that will restore confidence, overcome political divisions and be dedicated exclusively to UNESCO's key missions.
