California law creates 1st 'sanctuary state' for illegal immigrants

California updated its HIV laws on Friday, as Gov.

"California should not be siding with companies that profit from the detention of asylum seekers and the misery of divided families", Lara said in a statement Thursday.

California's Democratic Senate leader Kevin de Leon had introduced the bill in response to concerns in immigrant communities about President Trump's tough campaign comments and statements on immigration.

Specifically, it bans state and local agencies, excluding the California Department of Corrections and Rehabilitation, from enforcing "holds" on people in custody.

The California Values Act will challenge this xenophobic agenda.

Asked for a comment about the bill, White House Press Secretary Sarah Huckabee Sanders said the Trump administration is "spending every day we can trying to find the best way forward".

More than 10 million immigrants live in California, more than any other state in the U.S., according to the American Immigration Council.

Senate Bill 464, sponsored by Senator Jerry Hill (D-13), would further increase the mandatory storage and security requirements for licensed firearms dealers. Compared to previous versions, the final measure expands the list of crimes for which law enforcement can choose to notify and transfer someone to immigration authorities.

Additionally, officers will be prohibited from arresting an individual exclusively based on a civil immigration warrant, becoming deputized as immigration agents, or participating in joint task forces with the federal government if the primary goal is immigration enforcement.

The attorney general ... shall publish model policies limiting immigration enforcement to the fullest extent possible consistent with federal and state law at public schools, health facilities operated by the state or a political subdivision of the state, courthouses, and shelters, to ensure that they remain safe and accessible to all California residents, regardless of immigration status.

The California State Sheriff's Association strongly opposed SB 54 saying, among other things, it protects so-called non-violent offenders including gang members, drug dealers and sex offenders from deportation. The Federal Bureau of Investigation will still get fingerprints of people booked into jails, which it can then share with ICE, and immigration agents will still be allowed to interview immigrants in jails.

An October 5 report in The Hill noted that an estimated 65 percent of all deportations result from cooperation between state and local law-enforcement officials and federal ICE and Customs and Border Protection officers.

But Romulo Avelica-Gonzalez, a Los Angeles immigrant who was detained earlier this year while taking his daughters to school, says the governor's action made him very emotional.

A coalition of civil rights groups that had been pushing for SB 54 released a statement applauding its passage. All but three Democrats supported the bill, while no Republican voted for it.
