House Speaker Paul Ryan, R-Wis., said that the tragedy "horrifies us all" and that the "whole country stands united in our shock, in our condolences, and in our prayers".

It is especially after incidents like Las Vegas shooting that you think something will finally change, but historically, it hasn't.
