In Face of Las Vegas Shooting, Congressional Inaction

DETROW: But as soon as Ryan said that this morning, he came under pressure.

House Speaker Paul Ryan, R-Wis., said that the tragedy "horrifies us all" and that the "whole country stands united in our shock, in our condolences, and in our prayers".

It is especially after incidents like Las Vegas shooting that you think something will finally change, but historically, it hasn't.

"How many more dead bodies will it take to wake up this Congress?"

The Democratic nominee for Virginia governor canceled a series of events Monday with former Rep.

The legislation also includes provisions that would loosen restrictions on transporting firearms across state lines and prevent certain types of ammunition from being designated as "armor-piercing" and thus subject to tighter federal oversight. Gabby Giffords, a survivor of a mass shooting that left her seriously wounded, and her husband Mark Kelly in the wake of a deadly massacre at a concert in Las Vegas. Giffords, was a congresswoman when she was shot in an assassination attempt in 2011.

Senate Majority Leader Mitch McConnell of Kentucky warned Tuesday that it was "inappropriate to politicize" the issue while Americans were mourning lives lost and the investigation was continuing.

But Nicholson asked about the February GOP bill that rolled back a regulation requiring those who had applied for Social Security disability benefits because of "mental incompetency" undergo an Federal Bureau of Investigation background check before purchasing a gun. The bill's sponsor, Rep. Jeff Duncan of SC, said it would help hunters protect their hearing. That's because one of the early bills Congress sent to President Trump this year was a measure blocking an Obama-era rule that was aimed at preventing people who had been adjudicated mentally ill from buying guns.

"I don't know when it's going to be scheduled", Ryan said.

The congressional inaction underscored the power of the National Rifle Association and the political stakes for lawmakers who maintain their support for the constitutional right to bear arms and fear any challenge to their fealty.

PAUL RYAN: One of the things we've learned from these shootings is that often underneath this is a diagnosis of mental illness. The phenomenon of the mass shooting - and the political paralysis that follows us - is sadly also a uniquely American scene.

"This isn't just about what happened in Nevada, which is reason enough to do something, but it's happening on the streets of our cities on a daily basis", Pelosi said. A bipartisan bill on background checks failed in the Senate four years ago, and since then Republicans have usually pointed to mental health legislation when questioned about the appropriate congressional response to gun violence. They have more in common with people in other Western nations who view America's gun laws as insane.

It is unclear whether Democrats will find a willing negotiator in Trump.

There are legitimate disputes about the scope of the Second Amendment, the efficacy of specific gun regulations and the right to self-protection.

"We'll be talking about gun laws as time goes on", he said. "It's a health issue, frankly", Trump said in an interview past year with SilencerCo, a Utah silencer manufacturer. "He really could", Manchin said.

"There will be certainly time for that policy discussion to take place, but that's not the place that we're in at this moment", said Sanders. The House had been poised to consider a bill aimed at supporting hunters, fishers and anglers, but it's not on the schedule, Ryan said.

Republicans in Congress had actually planned to vote in the coming weeks on bills to lift some restrictions on gun silencers and allow gun owners with concealed carry permits to take their firearms across state borders - although the Las Vegas shooting may delay or derail that legislation.

Republicans have been upbeat about prospects for legislation as they control both the House and Senate and have an ally in the White House in President Donald Trump.
