Trump Administration Announces Repeal of Obama-era Clean Power Plan

The Trump administration is moving to roll back the centerpiece of President Barack Obama's efforts to slow global warming, seeking to ease restrictions on greenhouse gas emissions from coal-fired power plants.

"Here's the president's message: The war on coal is over", Pruitt told a gathering in the Kentucky coal-country town of Hazard.

"As EPA administrator, Scott is working to strike an appropriate balance between protecting water and air, and preventing the kind of job-killing over-regulation", McConnell said, adding that he's been working to "stop the war on coal in its tracks".

He said he will sign a new rule on Tuesday that will override Obama's policy. The past administration [was] using every bit of power and authority to use the EPA to pick winners and losers and how we generate electricity in this country.

Pruitt, who sued EPA over the rule when he was Oklahoma attorney general, slammed the Obama administration today during his remarks.

Pruitt announced his intention to withdraw the Clean Power Plan (CPP) to applause from a crowd gathered at a mining event on Monday.

Environmental groups were sharp in their denunciation of Pruitt's announcement. The U.S. Supreme Court issued an unprecedented stay against the rule in early 2016.

"The Trump Administration's persistent and indefensible denial of climate change - and their continued assault on actions essential to stemming its increasing devastation - is reprehensible, and I will use every available legal tool to fight their risky agenda", said Schneiderman, a Democrat. The rule was a key component of the nation's broader emissions-reduction pledge under the Paris climate accord, which President Trump exited this summer.

The documents do not explicitly indicate that the EPA will replace the Clean Power Plan.

Repealing the Clean Power Plan without a timeline or a commitment to propose a rule to reduce carbon pollution "isn't a step forward, it's a wholesale retreat from EPA's legal, scientific and moral obligation to address the threats of climate change, '" said former EPA Administrator Gina McCarthy.

But Pruitt says Obama overstepped its legal authority when he tried to limit greenhouse gases. The main tool was reducing the emission from power plants by 32 percent.

The latest EPA plans, contained in a 43-page document called "Repeal of Carbon Pollution Emission Guidelines for Existing Stationary Sources", say the agency will appeal for public input on how to cut emissions from power plants.
