The head of the U.S. Federal Communications Commission unveiled plans on Tuesday to repeal landmark 2015 rules that prohibited internet service providers from impeding consumer access to web content in a move that promises to recast the digital landscape. It also comes on a day when the FCC announced plans to review its rules preserving "net neutrality," a debate that threatens to become a hornet's nest involving a host of internet and broadband stakeholders. A vote on the proposal is set for December 14.

Pai is among three Republicans on the five-member FCC.

Under Pai's plan - called the "The Restoring Internet Freedom Order" - the federal government will "stop micromanaging the Internet". "Instead, the FCC would simply require Internet service providers to be transparent about their practices so that consumers can buy the service plan that's best for them and entrepreneurs and other small businesses can have the technical information they need to innovate". The plan includes reversing the rule that now treats broadband as a utility, removes protections that keep ISPs from blocking or slowing service and will shift some oversight power over to the FTC.

Mignon Clyburn, one of the two Democratic FCC commissioners, slammed the timing of the release as a "Pre-Holiday News Dump".

"Companies like AT&T, Comcast and Verizon will be free to censor online speech and manipulate economic activity to their favor, while taking away the educational opportunities and political-organizing tools essential to millions of people across the country". Telecom and cable companies have said other Internet-based companies, including Google and Netflix, that collect data have an unfair advantage because are only not overseen by the FTC.

Internet providers welcomed Tuesday's FCC announcement.

A hot-button issue, the rules rollback generated record input at the FCC, which received more than 9 million public comments.

Maureen Ohlhausen, the acting chairman of the FTC, has said that the agency's expertise in data security and privacy issues will make it a powerful defender of USA consumers.
