U.S. Senator Thom Tillis of North Carolina, a Republican, said that the session on Tuesday would not simply consist of lawmakers presenting Trump with a plan for him to reject or accept.

Trump, even as he ended the DACA program, has occasionally voiced sympathy for the plight of the young immigrants, many of whom only know the their home.

The goal of the meeting was to hammer out a temporary spending bill likely to include an extension of President Barack Obama's Deferred Action for Childhood Arrival program, or DACA, for some immigrants brought into the United States as minors.

The president, congressional Republicans and Democrats expressed optimism for a deal just 10 days before a government shutdown deadline. Trump later clarified that there is no agreement without the wall.

"I think my positions are going to be what the people in this room come up with", Trump said.

"Democrats are for security at the border", Hoyer told Trump during the meeting.

Lankford acknowledged that the meeting got "confusing", saying though Trump at the beginning defined "DACA" as a deal that included DACA plus border security and two other areas of reform, it was unclear during some parts of the meeting.

When Trump indicated he would agree to that, House Majority Leader Kevin McCarthy said border security would have to be part of the package, prompting Trump to say that's what he thought Feinstein meant, and then a flurry of clarifications.

And on the potential presidential candidacy of Oprah Winfrey, Trump said, "Yeah, I'll beat Oprah".

Conservatives quickly sounded alarms about a process that would lead to a comprehensive agreement on immigration, a path that has always been anathema to many rank-and-file Republicans.

"If you want to take it that further step, I'll take the heat, I don't care", Trump told lawmakers of a broad immigration bill. "But you are not that far away from comprehensive immigration reform".

"You cannot say anymore that the United States is going to pay for the wall", Trump told Peña Nieto, adding that he was "fine" with Mexico not paying for the wall, so long as he could tell the press that the two world leaders were "working it out". "We want to drill down and see if there is some room for negotiations", a White House official said. Republicans especially have pushed for the administration to draw clear lines around what would be a doable deal, giving them cover with the base to compromise and giving them leverage with Democrats to move the debate forward.

The negotiations over immigration pit a president who made the construction of a border wall a central piece of his 2016 campaign against congressional Democrats who have sought to preserve the Obama-era protections for the young immigrants.

In a rare view inside a White House meeting between President Donald Trump and lawmakers of both parties in Congress, television cameras rolled for nearly an hour as the President urged each side to do all they can to find agreement on how to deal with illegal immigrant "Dreamers" along with tougher border security measures, as Mr. Trump even called on the House and Senate to consider a second phase of legislative action on comprehensive immigration reform.

Trump as recently as last weekend said he wouldn't sign legislation addressing the Dreamers unless Congress agreed to an overhaul of the legal immigration system.
