Horgan, in his first public remarks since his government's announcement, said he spoke with Notley about the issue, but argued there was no legal dispute while B.C. was in the process of studying the issue. That's not what we're doing.

Earlier this week, Justin Trudeau vowed to stand his ground on the expansion as Alberta feuds with B.C. over the pipeline networks from Alberta to the West Coast.

"I grew up spending my summers in B.C. My family is from B.C".

"The Kinder Morgan pipeline is not a danger to the B.C. coast", he said.

Mayor Naheed Nenshi also waded into the fight on Thursday, saying B.C. pulled a risky stunt with the proposal.

"But in order to do that, part of moving forward is approving the Kinder Morgan pipeline, which will be able to get our resources responsibly and safely to new markets across the Pacific", he said, adding the government's ocean protection plan will better protect the coastline from oil spills at the same time. "We are consulting with the people of B.C. It's way too premature to talk about those sorts of issues".

"I think there's great potential for positive working relationships on a number of fronts and I prefer to focus on those", he said. "It came through the existing Trans Mountain pipeline". Attendees were vocal about their disappointment in the Kinder Morgan pipeline, brandishing signs including "Climate leaders don't build pipelines", and repeatedly shouting over Trudeau.

The B.C. government hasn't made any comment on Alberta's move to suspend talks.
