UK Prime Minister Theresa May has accused Russia of orchestrating the attack, and Russian officials have repeatedly denied carrying out the poisoning.

German Chancellor Angela Merkel wished Putin success and called for more dialogue.

"A special attention was given to considering the issue of a possible bilateral summit", the Kremlin statement said.

"To congratulate Vladimir Putin on his election victory without referring to the clear ballot rigging that took place is bad enough".
