911 operator suspended over teen’s death griped about working overtime

I'm trapped inside my gold Honda Odyssey van in the sophomore parking lot of Seven Hills [unintelligible]. The coroner ruled the teen died of asphyxia, from his chest being compressed. Accordingly, I join Vice Mayor Smitherman in asking that the Administration share all memos, reports and relevant emails surrounding the history of the 911/ECC immediately with me and Council.

The teen's body was found six hours after he first called 911.

With Seven Hills lying on the border between Cincinnati and Columbia Township, Hamilton County Sheriff's Office Spokesman David Daugherty told WLW that communication between city and county emergency dispatchers can be delayed since they can't dispatch each other's units.

Nick Francis, director of Experiential Learning at Seven Hills School, said in a 911 call a security guard contacted him and told him to call 911 because they found a kid in his auto.

In Plush's second call to 911, a banging sound could be heard from the back along with heavy breathing.

The van was finally located in a parking lot adjacent to the school by Plush's father at about 9 p.m. "On that second 911 call something has gone terribly wrong", Chief Isaac said.

Cincinnati Police responded to the school's campus alongside Hamilton County sheriff's deputies but they found nothing, reported WLWT. Audio of Plush's 911 call reveals that he was saying he was stuck in his van and close to death.

New details continue to emerge in the case of an OH teen who died inside a van after calling 911 twice on Tuesday, begging for help.

After the call disconnected, the dispatcher attempted to contact Plush, but reached a voicemail message.

The vehicle, a 2004 Honda Odyssey, has three rows of seats.

A police radio call shows that two officers were assigned to investigate the call seven minutes after the first call was made.

The operator who took the second 911 call is now on administrative leave pending the outcome of the investigation, Chief Isaac said. Cincinnati Police Chief Elliot Isaac said it appears Plush called 911 a second time at 3:35 p.m. and spoke to a second dispatcher and gave specific information about the make, model and color of the vehicle he was trapped in.

Plush said several times he was "at Seven Hills", though the operator apparently did not hear clearly or understand what he meant.

Isaac said police will study possible police equipment malfunctions.

The manner of death was accidental, the coroner's office said.

Both technical problems and human error may be to blame in failing to locate Seven Hills student Kyle Plush.

"Horrific, horrific situation to come across as a parent", Cincinnati Police spokesman Lt. Steve Saunders said Thursday in a phone interview. The school has grief counselors on hand for any student who needs them. "While the police will investigate the actions of the dispatcher and the police response, we must look at the overall history of the ECC and make sure all necessary recommended improvements are made".

"Honda has seen media reports regarding the tragic death of a teenager in a 2004 Honda Odyssey in Cincinnati, Ohio - our hearts go out to the victim's family during this hard time", Martin said.
