Centre submits draft scheme on Cauvery water sharing before Supreme Court

The draft scheme on Cauvery to be submitted by the Centre tomorrow in the Supreme Court will provide justice to Tamil Nadu, Ganesan expressed hope, while talking to reporters here.

At an earlier hearing on May 3, Tamil Nadu had accused the NDA government of playing "politics" over the river's waters to gain mileage ahead of the May 12 Karnataka elections. "The scheme would undertake the work of the Water Dispute Tribunal".

The apex court on 16 February asked the Centre to formulate a scheme to ensure compliance with its judgement on the decades-old Cauvery dispute.

According to the draft scheme, the proposed authority would be headquartered in Bangalore. Soon after the Centre complied with the SC order on Monday, the Dravida Munnetra Kazhagam (DMK) working president MK Stalin and CPI (M) state secretary K Balakrishnan urged the state government to convene an all-party meeting to discuss the issue.

The scheme is more or less similar to the Cauvery Management Board contemplated in the tribunal award.

The Centre further stated that the scheme could be bestowed with any nomenclature (Board, Authority, or Committee) as deemed appropriate and that it would allow the riparian states and Union Cabinet to check the draft, if the Supreme Court required for the same.

Palaniswamy's deputy O Panneerselvam said former chief ministers MG Ramachandran and J Jayalalithaa had struggled to secure Tamil Nadu's interests on the complex issue. It would have an "eminent engineer" as chairman, two full-time and two part-time members each to be appointed by the Centre (from the water resources and agriculture ministries) and four part-time members to be represented by the four states. The Supreme Court will soon tell the Centre to give the scheme. "Come May 16 the Tamil Nadu government will get a good judgment for the people".
