Not just conservatives hated failed farm bill

Pierce letter: Vote no on Farm Bill | Idaho Statesman

"Republicans should scrap this bill", said Pelosi. It was a good move for both Republicans and Democrats to stand-up to this hypocrisy and vote against a bill that hands money to farmers who don't need it, while ignoring the people who do.

The Farm Bill is one of those critical but usually uncontroversial bits of federal legislation.

The 198-213 rejection of the legislation deepened divisions between the Freedom Caucus and other Republican lawmakers, especially those from rural districts.

"If we run an amnesty bill out of a Republican House, I think all options are on the table", said Rep. Scott Perry, R-Pa., a member of the group, when asked if Ryan should remain as speaker if the moderates' effort succeeds.

The sad fact is that if Paul Ryan is forced out, it won't be because he failed to get conservative bills passed, but because he couldn't organize his conference to pass liberal bills. Some lawmakers, with support from candy makers, unsuccessfully sought to eliminate production limits that keep sugar prices higher for growers.

Between Democrats opposing work requirements for food stamp recipients and conservative Republicans wanting a vote on a tougher immigration bill, they had enough votes to sink the farm bill.

The Iowa Soybean Association said the farm bill is an important mechanism that the legislature passes every five years, and it includes nutrition programs like SNAP and school lunch, crop insurance, and conservation.

"We've been promised a vote again and again", said Scott Perry, a Pennsylvania Republican and member of the caucus.

The North Carolina Republican said the reason the Freedom Caucus couldn't accept GOP leaders' offer last week to schedule a vote on the Goodlatte-McCaul bill in June is because leadership wanted to appease moderate Republicans like Rep.

Ryan is an nearly comically bad Speaker of the House.

Although Ryan has decried the effort, saying that discharge petitions "disunify our majority", as of Thursday 20 Republicans and two Democrats have signed onto the petition.

The president was "disappointed in the result of today's vote", Lindsay Walters, deputy White House press secretary, said in a statement May 18.

Though some members were counting the farm bill as a win for small government because of the reforms to the food stamp program, there was still a long way to go.

Meadows said he wants a separate vote on the Goodlatte-McCaul measure with its own rule not tied to any other bill.

"The Senate is planning to move ahead with a farm bill that they believe is a wise one". Under current law, adults 18-49 who don't have minor children are subject to the work requirement, which is waived in many areas due to above-average unemployment.

Even though they attempted to reform aspects of the food stamps program, the bill still increased direct spending by over $450 million and discretionary spending by $31 billion over the next decade.

Joe Outlaw, a professor and extension economist in the Department of Agricultural Economics at Texas A&M University, says the bill failed because of party politics and major changes to SNAP, the federal Supplemental Nutrition Assistance Program that replaced food stamps in 2008.

There are plenty of lessons to be learned from this debacle, although too many members of Congress unfortunately indicate little interest in restoring the legislative process to health by adopting constructive habits and embracing the need for compromise.
