Trump and Moon meet amid rising doubts on North Korea

President Donald Trump is blaming Kim Jong Un for changing the scope of their summit talks planned for next month and will doubtless air his frustrations when he meets with South Korean President Moon Jae-in in Washington Tuesday. As multiple foreign-policy experts have told me, however, the best hope for a peace settlement would be an arrangement in which North Korea agrees to turn over some of its nuclear capacity and suspend testing, in exchange for limited US withdrawal from the region.
