One of the two most controversial measures in the legislation is article 13, which requires internet platforms to set up filters to detect copyright infringement.

The proposed European Union reforms, voted down by MEPs by 318-278, had been backed by artists including Sir Paul McCartney and Annie Lennox, who believe that they have been cheated of income by people using their work without paying royalties. Articles 11 and 13 pose a direct threat to the platform's ability to continue to operate while large tech companies have the resources to absorb the cost of the legislation, were it to become law-demonstrating the ways the bill would actually benefit the tech overlords it was meant to rein in. For now, the draft law has been sent back to the drawing board, but a new vote by the EP is coming between September 10-13. We congratulate our members for their hard work, and Julia Reda, Catherine Stihler, EDRi and others who have led the fight in Europe to stop these awful proposals.

Article 11 and 13 would, critics say, have made it impossible to share content legitimately, and could even change the way search engines work.

Mozilla, which campaigned heavily against the proposal, said the result was great news for Europe's citizens.

But US tech giants and internet freedom activists were against the idea, calling it a "link tax" that would stifle discourse on the Internet.

"Today's vote is not a vote against the text itself but a vote to open new discussions in parliament", said Greens MEP Pascal Durand.

"By a clear majority, MEPs have rejected rubber-stamping proposals that would have forced internet companies to filter the web, and would have introduced an unprecedented tax on linking online".

Until then, it seems that freedom of speech on the internet is safe, allowing users to meme it up without worry.

New regulations could force platforms hosting code repositories to scan uploaded code.
