In June, Evans announced the university was launching an external investigation into the incident that led to the death of offensive lineman Jordan McNair's death. "I have looked into the eyes of grieving mother and father, and there is simply nothing good enough", he said.

Head coach DJ Durkin is also on administrative leave and his future is unclear.

The final report into McNair's death, which is being compiled by a team of sports-medicine experts, is expected by September 15.

Head coach Durkin, who was hired by Maryland two years ago, was placed on administrative leave Saturday following a report published on ESPN about the football program's "toxic culture", in which players accused football coaching staff of verbal abuse and humiliation.

Loh ended the press conference on Tuesday by promising that the university's athletic program will focus on athletes' safety moving forward.

McNair's temperature was not taken and the staff did not apply cold-water immersion treatment, Evans said.

Evans said McNair "did not receive appropriate medical care" and the "emergency response plan was not followed".

"While Marty and Tonya will never get another day with Jordan, Dr. Loh's words were meaningful to them and give them some comfort that he will put the university on the path to change the culture of the program".

"Even though the final report is not completed, I said to the family the university owes you an apology", Loh told reporters.

Loh is adamant in his belief that the school will take steps to make sure this never happens again.

The attorney for the McNair family said a preliminary death certificate indicates the cause of death was heatstroke.

School administrators and athletic department officials have been under fire in recent days as new details surrounding McNairs death have emerged and former players and staff members have described untoward, bullying behavior in news reports during Durkins tenure as head coach.

Loh said the allegations raised in the report "are totally inconsistent with what we stand for and our values, which is about education, preparing student athletes for life, and to be treated with respect and dignity".
