Rand Paul delivered a letter to Vladimir Putin from Donald Trump

Rand Paul Wednesday after the Kentucky Republican implied on Twitter that President Trump had asked him to deliver a letter of introduction to Russian President Vladimir Putin.

The letter comes three weeks after Trump met with Putin in Helsinki, Finland, sparking a backlash in both parties after his initial refusal to side with the US intelligence community over Russian denials about meddling in the 2016 presidential election.

CNN has reached out to Paul's office and the White House for more details.

Paul, one of the few Republicans to defend Trump's much-maligned performance at a July 16 news conference with Putin in Helsinki, said he had traveled to Moscow to encourage diplomacy.

Back in Washington, Trump clarified his remarks and has said that Russian Federation interfered, but has continued to call the claim that Russian Federation tried to help him win and Mueller's investigation "a big hoax".

Putin's spokesman, Dmitry Peskov, said the Kremlin has not yet examined the letter Paul presented.

Paul was an enthusiastic supporter of Trump's decision to meet with Putin in the first place, writing that "dialogue is especially important when hundreds of millions of lives are at stake, as is the case in relations between the United States and nuclear-armed Russian Federation". In a joint news conference with Trump, Putin said he did want Trump to win because then-candidate Trump had said he wanted to improve U.S.

Paul, part of the party's conservative wing who frequently takes antiwar positions, on Monday invited Russian lawmakers to visit Washington to discuss nuclear nonproliferation and terrorism. He also held talks in Moscow with parliamentarians and pledged to block new sanctions against Russian Federation. In addition to tensions over election meddling, the two countries are also at odds over Syria and Ukraine.

Last month, Trump extended an invitation to Putin to come to Washington, D.C., but both Senate Majority Leader Mitch McConnell (R-Ky.) and House Speaker Paul D. Ryan (R-Wis.) were adamant that he would not be welcome at the Capitol. In order to shore up the 2017 Countering America's Adversaries Through Sanctions Act, the draft legislation would also create an "Office of Sanctions Coordination" within the State Department to coordinate work with the Treasury.
