California investor-owned utilities are already demonstrating their leadership toward achieving SB 100 goals.

At a ceremony in the state Capitol, Brown signed SB 100, by State Sen. "But it must be done", said Governor Brown. "It makes too much sense".

This bill moves the 50 percent goal up to the year 2026 and establishes a new goal of 60 percent renewable energy by 2030. The bulk of that is solar energy.

"We all have the opportunity and the obligation to do our part to combat climate change", he told AFP hours after signing the bill into law.

California has almost 54,000 active wells, some of them close to urbanized areas in Southern California and the Central Valley, according to state data.

Since 2010, California has procured more than 1,500 MW of new energy storage capacity; North American energy users and utilities have collectively procured over 2 GW of advanced energy storage projects to date. The executive order signed by Brown directs the state to achieve carbon neutrality by 2045 and net negative greenhouse gas emissions after that. In 2015, Hawaii became the first state to set such a target. The state is looking at natural carbon "sequestration" by improving wetlands, meadows and forests.

"Continuing to drill and frack for oil and gas is not only counterproductive to efforts to meaningfully address climate change - it also poisons frontline communities, including the many people who work for the fossil fuel industry", Greenpeace said in a statement.

Assemblywoman Lorena Gonzalez Fletcher, D-San Diego, stood next to Brown at the bill signing and was handed his pen as a keepsake. The California governor has taken on the mantle of leading the USA effort to combat climate change as President Donald Trump has sought to roll back environmental regulations and support coal-fired power plants.

Senate Bill 100 speeds up the state's timeline for moving to renewable energy sources like solar and wind, and requires that all retail electricity be generated from renewables by 2045.
