Florence aftermath: Rivers are rising in the Carolinas, cresting at record levels

But forecasters have warned that Florence is expected to dump as much as 40 inches of rain in southeastern North Carolina and 15 to 20 inches in the state's western region in the coming days, The Wall Street Journal reported.

After tearing through the Carolinas for several days, Hurricane Florence severely damaged tens of thousands of homes, killed over a dozen people, left almost a million households without power, and unleashed thousands of cubic yards of toxic coal ash-and authorities are warning that the worst flooding from the storm is yet to come.

More than 900 people were rescued from rising floodwaters and 15,000 remain in shelters in the state, Mr Cooper said.

That has seen the band of flood risk shift north with the most likely areas for flooding being between northwest North Carolina and southern New England before the storm eventually dies out, something that authorities predict will happen at some point on Tuesday.

For people living inland in the Carolinas, maximum peril could come days later as all that water drains, overflowing rivers and causing flash floods.

More than 641,000 homes and businesses were without electricity in North and SC and surrounding states, down from a peak of almost 1 million.

Florence peaked at a terrifying Category 4 with top winds of 140 mph over warm ocean water before making landfall as a Category 1 hurricane at 7:15 a.m.at Wrightsville Beach, a few miles east of Wilmington and not far from the SC line.

"It's disgusting", said Mitch Colvin, the mayor of Fayetteville, North Carolina, in the eastern part of the state, where the rising Cape Fear River was expected to swamp bridges and cut his city in two.

The storm's death toll, including those caused by fallen trees and electrocutions, rose to at least 19 by Monday morning, according to reports.

Five people were arrested for breaking into a Dollar General Store, said Wilmington police, who have imposed a night-time curfew. "They have not even begun (to crest)".

But they drove headlong into rising floodwaters so forceful their auto was pushed off the road and pinned against a group of trees, officials said.

As rivers rose, state regulators and environmental groups monitored the threat from very big hog and poultry farms in low-lying, flood-prone areas.

More than 450 people had to be rescued from swirling flood water over the weekend. They are usually bolted to the ground, but the statues' thick pedestals were uprooted and washed away, the city said.
