"As we go forward, this number will go higher", Ricardo Jalad, head of the Philippines' national civil defence office, told reporters about the biggest storm of the year in the region.

The most ferocious typhoon to hit the disaster-prone Philippines this year slammed ashore before dawn in Cagayan province on the northeastern tip of Luzon island, a breadbasket that is also a region of flood-prone rice plains and mountain provinces with a history of deadly landslides.

"They (authorities) said this typhoon is twice as strong as the last typhoon, that's why we are terrified", Myrna Parallag, 53, told AFP after fleeing her home in the northern Philippines.

More than 4 million people were declared at risk from the storm, and around 87,000 evacuated, with 105,000 are staying in temporary shelters, according to Reuters.

As of 15 September (2 p.m., Manila time), Typhoon Mangkhut (locally named Ompong) was located 110 km west-northwest of Laoag City, Ilocos Norte, as the storm continues to move west-northwest at 25 km/h with maximum sustained winds decreasing to 170 km/h near the centre and gusts up to 260 km/h, according to the Philippines national weather bureau.

Some residents have been evacuated from low-lying areas with storm surges of up to 3.5 m (12 ft) expected.

Winds of 127 miles per hour were measured on Friday alongside gusts of up to 158 mph, forecasters said, and it could get even stronger.

However, the storm has weakened and is now classified by the HKO as a severe typhoon rather than a super typhoon.

The storm is now moving 30 km per hour toward the coast of China's Guangdong, CNN quoted the HKO as saying.

In the Manila suburban city of Pasig, the body of a teenage girl was recovered from under a bridge in the swollen Marikina River, police said.

Philippines President Rodrigo Duterte also held a meeting with the council on Thursday to address any additional emergency procedures.

Mangkhut will keep to a northwesterly track, bringing heavy rain and winds when it enters the autonomous region of Guangxi early on Monday, before weakening into a tropical depression as it arrives in southwestern Yunnan on Tuesday.

In nearby Fujian province in China, 51,000 people were evacuated from fishing boats and around 11,000 vessels returned to port on Saturday morning.

Communication is cut from many areas and high winds are preventing responders, meaning it's too early for a full assessment of damage.

Many residents have begun preparing for the storm by reinforcing their homes and buying food and supplies in bulk.

The Macau government was heavily criticised by residents a year ago for failing to prepare the city ahead of Typhoon Hato, which left widespread damage and 12 people dead.

It is heading towards Hong Kong, where Security Minister John Lee Ka-chiu warned residents it would be bringing "winds and rains of extraordinary speeds, scope and severity".

But the full extent of the storm's destruction was only beginning to be known, with reports of dozens of rain-soaked hillsides collapsing, torrents of out-of-control floodwaters and people being rescued from inundated homes.

Mangkhut's intensity was a reminder of 2013's Super Typhoon Haiyan. Hainan Airlines canceled 234 flights in the cities of Haikou, Sanya, Guangzhou, Shenzhen and Zhuhai scheduled this weekend.
