Michael was expected to intensify overnight and be near Category 4 strength when it makes landfall Wednesday afternoon near the Panhandle or Big Bend area, the National Weather Service said.

Everyone in hurricane and storm surge warning zones should prepare for life-threatening winds, the NHC said.

Storm surge from Hurricane Michael is forecast to be higher than 9 feet and up to 12 feet in some areas of the Big Bend region of Florida. The worst storm surge is expected between Mexico Beach and Keaton Beach, where nine to 13 feet of inundation is possible, forecasters warned.

At latest report, the NHC said the storm was packing sustained winds of up to 120 miles per hour (195 km per hour), jumping from a Category 2 to Category 3 hurricane on the five-step Saffir-Simpson wind scale. That's just below the threshold for a "major" hurricane, and forecasters say they still expect Michael to get stronger.

At least 57,000 coastal homes, as well as high-rise condos and businesses, will be at risk from the landfall of Hurricane Michael. "We can rebuild your home, but we cannot rebuild your life".

He also wrote that he had told local officials multiple times that if they "did not get their mission and commodity requests in [by Monday night], it is unlikely that we can fulfill those requests before the onset of the storm".

In Alabama, where residents may see massive power outages, high winds and heavy rain, Gov. Kay Ivey issued a state of emergency statewide.

The neighbouring state of Alabama has declared a state of emergency.

By late Tuesday, Michael was causing major disruptions to USA oil and gas production as it churned north, gathering greater strength over the warm waters of the Gulf of Mexico.

In Carrabelle, Florida, resident Cole Lauzau said she is planning to try riding out the storm at home with her roommate and their dog.

The declaration, requested by Scott, encompasses 35 counties and "will provide important resources and assistance from the federal government, including personnel, equipment and supplies, as well as making available funding sources for emergency protective measures", according to a news release from Scott's office.
