US Restrict Exports to Chinese Chip Maker Over Technology Theft

The export ban was put in place because Fujian Jinhua "poses a significant risk of becoming involved in activities that are contrary to the national security interests of the US", the Department said.

The limits announced Monday reflected official concern Chinese competition might drive some American technology suppliers out of business and leave the United States without sources of components needed by the military.

The choice comes in the midst of claims that the state-sponsored organization has stolen protected innovation from U.S. chipmaker Micron Technology, as indicated by reports.

The use of the "entity list" - which governs what companies US firms can do business with - to protect the economic viability of a USA industry appears to be unprecedented, said Washington trade lawyer Douglas Jacobson.

Fujian Jinhua Integrated Circuit Co, a state-backed company in China, is accused of stealing intellectual property from Micron Technology, a rival based in Idaho.

The company was added to the department's "Entity List", which will require it to obtain an export license for all software, technology and commodities, the Commerce Department said.

Earlier this year, the Trump administration put an export ban on ZTE, one of China's biggest tech companies.

Washington has raised duties on $250 billion of Chinese imports in an effort to pressure Beijing to roll back technology development plans some American officials worry might erode USA industrial leadership. American authorities lifted the ban in July after ZTE paid a $1 billion fine, agreed to replace its executive team and hired USA -selected compliance officers. So far, Washington has imposed tariffs on $200 billion of Chinese goods and Beijing retaliated with tariffs on $60 billion of U.S. goods and stopped buying American oil.

The new restrictions mean U.S. firms will need special approval to export products intended for use by state-owned Fujian Jinhua Integrated Circuit Company, Ltd., according to a statement.
