On Sunday the environment secretary, Michael Gove, conceded that he shared the worry of many Tories about the United Kingdom being unable to exit the backstop without the say-so of the EU.

"I reflected long and hard about this deal but I concluded, like lots of people, that while it is imperfect it is the right thing to do", he said.
