Democrats demand TV rebuttal time to Trump's Tuesday address

US President Donald Trump has demanded funding for his long-promised US-Mexico border wall to halt "a growing humanitarian and security crisis".

Amid his talk of crisis, Mr Trump is considering declaring the border situation a national emergency, which could get him out of an impasse by enabling him to bypass Congress' mandate to approve federal spending and to build the wall without its approval.

Even worse, Trump's address showcased that there's likely no end in sight to the government shutdown that's heading into its third week.

Over on "Jimmy Kimmel Live!", the host seemed surprised that Trump was using the Oval Office for something other than "Kardashian meet-and-greets".

Trump's remarks came 18 days into a partial government shutdown precipitated by his demand for the wall, which he has said is needed to keep out illegal immigrants and drugs. But recent years have seen an uptick in asylum seekers fleeing Honduras and other Central American countries and arriving at the US border.

He also has failed to persuade most Americans that he's right. Tax refunds that many Americans rely on may be delayed.

The Mexican government has refused to provide such funds. College students can't complete graduation requirements, employers can't verify I-9 documentation, farmers don't have access to the loans they need to start buying supplies for the spring, and more.

Mr Trump correctly pointed out that Democrats have in the past supported a physical barrier. Observing that some people have suggested that a barrier is immoral, Trump asked why do wealthy politicians build walls, fences and gates around their homes.

Trump used emotional language, referring to Americans who were killed by people in the country illegally, saying: "I've met with dozens of families whose loved ones were stolen by illegal immigration". Trump said after recounting gruesome details of murders he said were committed by illegal immigrants. It also had a mandatory employment verification system to ensure all US employees are authorized to work in the country.

As almost 800,000 federal workers still go without pay, the president remained at an impasse with congressional Democrats as he prepared to head to Capitol Hill to huddle with members of his own party behind closed doors on Wednesday.

In his address, he also claimed that "the federal government remains shut down for one reason and one reason only-because Democrats will not fund border security".

Democrats passed legislation the day they took control of the House that offered $1.3 billion for border security, including physical barriers and technology along the USA southern border. Due to Republican Senate Majority Leader Mitch McConnell's refusal to put the bill up to a vote during the new 116th Congress, the bill hasn't passed the Senate for a second time, dragging the shutdown to its current standstill.

Ms Pelosi and Mr Schumer reiterated their position: Sign legislation to end the shutdown, then negotiate over border security. Donald Trump is the only person who doesn't agree with that notion. An aggregation of recent polling on the issue found that 50% of Americans directly blame Trump for the shutdown, compared to just 35% who directly blame the Democrats.
