Luxembourg accepts some of 49 migrants stranded at sea

Malta has been pushing other European countries to take in around 250 migrants now in its care before it would allow the two rescue boats to disembark.

Joseph Muscat, prime minister of Malta, announced the details that end the deadlock that began when 32 people were rescued by the Dutch-flagged humanitarian rescue ship "Sea-Watch 3" on 22 December. The other 17 were rescued on December 29 by a different aid boat.

"After 19 days at sea, our guests finally have a safe haven", a tweet from Sea-Watch's account read.

"This represents a confession of state failure, policy must not be made at the expense of people in distress", the NGO said.

They have been unable to disembark because of a diplomatic deadlock among European Union member states, despite an appeal by Pope Francis on Sunday for European Union leaders to show solidarity.

Malta last week allowed the boats to shelter near its coasts from the bad weather but would not let them disembark the migrants.

Germany expects to take in 60 migrants who were already in Malta or are about to arrive there under an agreement to defuse the latest standoff over rescue ships in the Mediterranean Sea. "We need a structural solution".

The agreement calls for 131 to be relocated to other European Union nations, 74 to remain in Malta and to have European Union experts review the circumstances of 44 migrants from Bangladesh before their destinations are decided.

The people aboard the Sea Watch and Sea Eye, which are both operated by German NGOs, will land in Malta later on Wednesday before being transferred to their host countries.
