United States government shutdown: Trump to make border wall speech

He repeated his demand for US$5.7 billion in funding for a wall on the border with Mexico, but stopped short of calling for a much-touted state of emergency. Critics say the security risks are overblown and the administration is at least partly to blame for the humanitarian situation.

US President Donald Trump is set to argue that an immigration "crisis" requires his long-promised wall along the Mexican border.

Trump's address came 18 days into a partial government shutdown precipitated by his demand for wall construction, which he has said is needed to keep out illegal immigrants and drugs. The vice president stressed that there is indeed a crisis, adding that it must be taken care of before the administration can move onto negotiating other parts of the U.S. national security funding.

But with many Americans far from sold on Trump's lurid claims about illegal immigrants, criminals and terrorists overwhelming the border, the speech faced its own high barrier: credibility.

Both Trump and the Democrats have agreed there is a crisis at the border.

He said he could relate to the workers who would have trouble paying bills because of the shutdown but threatened, again, to declare a national emergency as an alternative way to build the wall. "Tuesday night at 9:00 P.M. Eastern". He said it strained public resources and drove down jobs and wages.

Rehashing most of his recent comments regarding the need for border security, Mr Trump likened the steel barrier to residential fences. There were almost 400,000 apprehensions at the border in the 2018 fiscal year, well down from the early 2000s when arrests regularly topped one million annually.

Mr Trump tweeted today that the group discussed details of "border security" and had a "productive meeting". "It would very quickly pay for itself".

Senate Majority Leader Mitch McConnell (R-Ky.) has declined to pass a funding bill that does not include funding for the wall. Trump reaffirmed that he would consider declaring a national emergency to circumvent Congress and spend money as he saw fit.

The fact-checking nonprofit PolitiFact, run by the Poynter Institute, said on Twitter that it will live fact-check the president's address Tuesday night.

Pelosi said on Tuesday night in the rebuttal that "we all agree that we need to secure our borders".

Mr Trump deployed about 5,800 troops to the border and described the migrants as an "invasion".

"The fact is: President Trump must stop holding the American people hostage, must stop manufacturing a crisis, and must reopen the government".

Mr Trump will make his case in his first speech from the Oval Office at 21:00EST (0200 GMT Wednesday), ahead of a trip to the border on Thursday.

During the campaigning he pledged Mexico would pay for the wall, but since taking office he has been unable to achieve this, and is now attempting to use USA taxpayer funds to the tune of US$5.7 billion (NZ$8.5b).

The government shutdown entered day 17 on 8 January after a series of discussions between the Trump administration officials and Democrats failed to yield an agreement on funding for the wall.

"The president was asked whether it [the national emergency option] is something he was considering, and he said it is something we are looking at...."
