White House exploring ways to stop raises during shutdown

Managing pay freezes and pay increases may be hard, anyway, because so many are not working, federal personnel executives said. Senate Majority Leader Mitch McConnell (R-Ky.) also refused to hold a vote on the bill that the Republican-majority House passed in December, since the 60 votes needed in that body couldn't be guaranteed as no Democrats indicated support. The pay freeze for senior officials, she said, should be extended. White House and congressional staffers are set to meet again Saturday to continue negotiations.
